"How is going" Does it mean someone want to start a small talk? it's not just say hello, right?

"It" could be refering to a particular topic which are mutually understood by both parties. In this case, then you just go ahead and talk about it. Or "it" could be just a general thing, just a way to say hello.

以前有个美国老说,如果一天的初次见面,同事对你以How开头的话,你根本不用管How之后是什么东西,直接用not bad, good之类回答就行了。如果是What开头的,说明想知道详细的东西,如果是招呼,用not much,nothing也够了。
