They raised their voice to attract the public and bring in the crowd, and then shout about another issue unrelated or in this case, fabricated, that of outraging someone's modesty, a subject that would potentially bring the wrath of the crowd on the accused. Notice he keeps repeating non-stop to stop touching the lady in a loud authoritative voice giving the pianist no chance to retort. If this would happen in China the accused may be doomed. But in this case, those already around witnessing did not buy it so he quickly brought up another issue.. racism. It's not bizarre.
